The Harsh Reality of Climate Change
South Asia Partnership Pakistan (SAP-PK) has completed 12 years (2012-2024) of its core program Poverty and Livelihood Program (PLRP) with the support of BROT Germany. The program has been implemented in 4 districts (one in each province) i.e. Ghotki in Sindh, D.I Khan in KP, Rajanpur in Punjab and Gawadar in Balochistan. The program is being implemented in Districts-04 (Gwadar, D.I.Khan, Rajanpur and Ghotki) in 60 villages of 12 Union Councils (3 in each district).
The focus of PLRP program remained on ultra-poor families and mainstreaming them into community and social spheres hence ensuring their inclusion in society. In more than 12 years of work within these communities around four phases of PLRP Phase-I (2012-2014, Phase II (2015-17), PLRP Phase III (2018-2020) and Phase-IV (Jan 2021 to Dec 2023) these objectives have been achieved through building their role as peace-builders, improve their livelihood skills and opportunities, promoting enterprise development and ensuring women political participation in 4 selected and most deprived districts of Pakistan. This incremental outreach and consistency helped to reduce their issues of socio-economic, peace and political participation in decision-making processes and systems. PLRP program since its outset has focused on the most neglected and ultra-poor families. The program recognized hardships facing rural poor families especially those headed by women and other marginalized segments of society including persons with disability, trans-persons, minority women and unskilled youth both young girls and boys (age of 18-30).
Peoples Action for Climate Resilience (PACR) Program (2024-2026) is a three-year program and is the continuity of PLRP and its core objectives and is being implemented in the same geographical areas. The purposes of selecting the same districts and union councils are to keep a consistent, focused and intensive approach to development and addressing the climate issues. The focus will support to deepen the effects of social change that PLRP triggered over the past 12 years. PACR-I will further capitalize on the change factors including better connectivity of socially excluded families, economic resilience through assets and livelihood support, village organizations as viable platform for planning, implementation and voicing for change, and most importantly vocal and strong women leadership that is ready to address challenges of climate change. The following is the project focused area.
The program is reaching out to a total 13,540 families with a population coverage of approximately 72,000 (with 36,000 men and 36,000 women).
With the devastating impact of climate change, particularly after the 2010 flash floods, SAP-PK shifted its focus to community resilience, adaptation and climate governance. As an active member of the National Humanitarian Network (NHN), SAP-PK has contributed significantly to national climate resilience efforts.
PACR is grounded in three pillars:
- Climate Knowledge: Educating communities on climate issues. Skills and Capacities: Building local capacities to tackle climate challenges. Self-reliant Solutions: Developing and implementing small-scale, sustainable livelihood and economic resilience solutions.
- The program emphasizes gender equality, climate justice, and inclusion, ensuring that women, youth, and marginalized groups, such as persons with disabilities and minority communities, are at the forefront of climate resilience initiatives.
- With over 35 years of experience, SAP-PK continues to prioritize community ownership, tailoring solutions to local needs, and integrating traditional knowledge to foster long-term sustainability. PACR-I will take these lessons forward, empowering communities to face climate challenges with resilience and hope.
